I called the embassy in DC today and they said American citizens are required to have a visa prior to arrival in Vietnam. This is what is on their consular website as well. I think only a limited number of nations that do not have consular offices in their countries can get a visa on arrival. At least, this is what I was made to understand by the official at the embassy in DC.

Departing from morning to fly to Bali to Labuan Bajo Flores. Arriving at the airport in Labuan Bajo Komodo Flores will be picked up by our tour guide and the vehicle towards the sea port to go to Rinca Island with a local tourist boat about 2 hours. Day 03: Labuan Bajo - Mirror Stone - Airport - Bali
